sustained argument over whether Boulder should have a sister city relationship with the West Bank, largely Palestinian city of Nablus was sent into suspension last week when the Boulder City Council decided to hire a moderator to discuss the issue with proponents and opponents of the idea. On April 19, the council voted to spend up to $10,000 for the moderator who will facilitate a discussion among members of an as-yet unselected citizen panel.
